The angle of the carburetor is not ideal but works with the oko carburetor setup and the DIO reed valve stock. There are different intake adaptors to level the system out. Keep in mind when mounting the engine if the carburetor is at any more of an angle it will effect the performance.
As for the air filter yes for everyday use you will need to use an air filter. The filter keeps large objects and things from getting sucked directly into the engine which would cause immediate failure. We do offer a "velocity stack" that replaces the filter with a ramped edge intake tube for performance and racing applications. The velocity stack should only be used in controlled situations with debris and rocks removed from the race track. Using the velocity stack or no filter on a public road runs the risk of sucking in debris and rocks into the engine.
